It's not enough. We should be spending $100 billion on this.


I agree but when you realize that Bush tried to cut off all funding last year and is down to $800 million this year, $10 billion looks like a $100 billion. Its hard to sell trains when few Americans have ridden a fast train. One ride and you would have people clamoring for more.
