Yes corporate incomes taxes are only one of many costs, but each increment of additional cost will at the margin cause production more likely to shift to where the cost is not imposed.

The evidence pretty much shows that lowering corporate taxes does not save a floundering company........it just extends its life longer than need be. If it can't make it here because of difficult margins why prolong the agony? And companies like 3M that are not marginal always have their hand out for lower taxes but in the end if a community does not maintain its quality of life which is harder to do with less tax revenue, then 3M will exit stage left.

Bottom line: Reasonable corporate taxes will never hurt a good company. A community should not allow itself to play the numbers' game with corps.......they rarely profit from the exercise.
