As I recall, only about 45% of all voters on average vote.
There is such a thing as voter mandate, but it only reflects a minority of the total population.

True..campaigns court the younger generation to do the grunt work..handing out pamphlets, going door to door, etc. Usually only a small percentage of 20-30somethings pay attention to politics. If Rudy can grow that number it could make all the difference in Nov '08.
