I don't know why, but I doubt very much that he would accept being VP. He will have much more power and visibility as chair of Foreign Relations. And, I think, he'll also sit on Judiciary.

He does talk on and on sometimes, but he can also be eloquent and articulate at others. As for his story--he was one of the youngest people ever to be elected to the Senate (I think he was barely eligible at 35, but am not certain). And he has a fair bit of tragedy, losing his wife and at least one child in an auto accident back in the 80s. He certainly has a better grasp of foreign policy than anyone running. And probably better than anyone in Congress. He's been around the block.

I think the plagiarism issue from years ago continues to haunt him.

The public tends to pigeonhole public figures, making him forever Biden the Cheater in their collective minds.

I don't think there's any doubt that Biden is campaigning to be secretary of state in a Dem administration. I seem to recall some interview in the past year or so in which he talked about what an ideal job that would be. But, of course, he is in competition with Richardson and Holbrooke. And a host of not folk who fall outside the usual circles.
