Your adding people, pushing costs up, and than trying to contain costs through political decisions. Yes you add people and proportionally add cost. That doesn't automatically push down quality; in fact that's unlikely. And since a lot of folks didn't have care before, you are certainly raising the average quality of care. As far as "contain costs through political decisions" that can have a lot of different meanings. By streamlining anf implementing a single payment system you are lowering not containing cost.
