The increases have been small compared to the previous decreases.

Tim, the American crime rate has not been small for a long long time. Sure it went down under Clinton but it was still high when he left office. That's why America has the greatest number of people incarcerated of all first world countries.

No reason to think that they are any more than fairly random fluctuations.

You might not think so but law enforcers would not agree. Crime always goes up when the poor can't get jobs and poverty is worsening. After all, higher crime doesn't happen out of thin air......there is a cause and effect.
