This is a great answer and I give you credit if this came before looking it up in Wikipedia - even if it doesn't mention Germany. St. Petersburg was very close to the Finish border and Russia already thinking war with Germany wanted to prevent Germany from coming through Finland and sitting there shelling St. Petersberg. There were also strategic islands off Finland that Russia wanted - or wanted to keep out of the hands of Germany. Russia demanded the land from Finland, but Finland declined - and so the Winter War. ......The consequence of all this is that Finland sided with Germany in WWII. Because they did not get the promised help from Britain and France.
