The truth is plain to see.
In spite of credit standards tightening considerably, mortgage rates are higher than a year ago for both 30 yr fixed and 1 yr arms. Fees and closing costs are higher too. That is not reflected in. 15 yr fixed are essentially what they were a year ago but that is not comparable because of fees and tighter standards.
