US/Iraq deal of this type meaningless without iranian particpation. Also need to guarantee minority sunni rights and federal nature of state. If, al quaeda can be kept out this way and al sadr and other militias neutered so their role is within the politcial system and not without thru ethnic cleansins and terrorism, this might work. But again iran needs to be onboard for US presence and not view this as another opportunity of US troops with targets on their backs.
