CJ, how long did it take before the economy boomed after PAYGO and after the tax hikes of 1990 and 1993? How many years of partisan gridlock did it take to slow the growth of expenses and allow revenues to catch up, which it only did during the dot-com craze?

I repeat: PAYGO is no substitute for cutting spending. Clinton and Co. were eager to pass new social spending programs like Hillary-care. It took a GOP victory in 1994 before Clinton started adopting the ideas of fiscal restraint. Welfare reform wasn't even on his agenda until much later in his administration when Gingrich made it an issue.
