Indeed. Quality of the recruits defines quality of the army. Policeman is a profession the young man goes to when there's nothing else for him to do. I had a friend who owned a canteen inside a police barrack in S. Paulo. I would go there to play footsal (or salon football) on the weekends. I became acquainted with officers and policemen alike. There I learned that the officers came from a good back ground and had good training. 100% of the policemen came from the country side from very small cities where they had no chance of finding jobs. Transported to a 10 million inhabitant metropolis and they were like fish out of the water. Thus the bad police the population of S. Paulo have.
