Germany went through its expensive reunification 17 years ago. And yes one of the entities was poor, but that means for the East your measuring growth from a lower baseline. Once you remove the communist economic control from a nation its quite possible to get more rapid growth from this low baseline as the economy sheds the restrictions that where holding it back.

The reunification is still happening, Tim. It wasn't a one time event.
