You mean the graph that starts in 1933?

The Great Depression started before then. By 1933, there were various relief efforts underway. If the graph started in the 1920s, you would have seen how the crime rate increased when the Great Depression started.

Do note the graph with respect to the murder rate. That starts in 1900 and peaks during the Great Depression. At a much higher rate than even today.
