What they mean is "should fear them or they'll kill you". When they promulgated that theory, they didn't allow for people like Helen Clark. Nor for the relationship between slaves and rulers of society. Negroes escaping from their slave-drivers shouldn't "respect" the nation's leaders. Nor should Jews heading for Adolf's extermination camps "respect" their "leader". Nor should state-owned serfs respect their "leaders" who would more appropriately be called their captors.
