First of all he votes for the Democratic leadership, and his votes give the Dems majorities on the committees. The Dems have a majority in the Senate because of him and the other independent who caucuses with the Dems.

Secondly while his votes aren't as liberal as the average Dem, he votes with the Dems much more often than with the Republicans.
