I consider the crime rate to be more important than the change in crime rate.

To the extent I consider this a Clinton/Bush issue at all (and really it isn't), the relevant fact is that violent crime is lower now, and has been lower for almost all of Bush's time in office, than it was at any point under Clinton.

But as I said before I don't think Bush has more than at most a minor role in this.
