You are confusing the issue. If one wants to support the troops, there are many ways to do so. You do not need to wait for a tax increase as Clinton was trying to use as a campaign issue.

Nothing else in your post deals with the Clinton speech about wanting to give more to the troops but could not because he did not have a tax increase.
