But how could you possibly know if someone said that they had decided for themselves that some candidate was 'competent' or was 'not competent', that they were lying or not?

Is there some OFFICIAL national or maybe UN-sponsored group that votes on 'competence'? Maybe a non-profit ORG on the Internet that you could refer to? :-)

If NOT... if there is NO OFFICIAL REPOSITORY for 'competence certificates' for politicians, then isn't it simply a PERSONAL DECISION that VOTERS in Democracies have the privilege of deciding for themselves?
