Does CCUR have thread load balancing for multicored cpu or multi computer networks?

load balancing and thread creation and closing(upto 750,000 threads) should be patented, now that Posix timer is in the nanoseconds?? Thread creation is on demand feature(in search engines, broadcasting news events, training films, etc.)?
