i believe him.. really do we think Bush approves expenses and check coding. in my years of working very few managers ever checked a coded expense bill. they always relied on other supervisors or clerks to handle those things. that may be why they get into trouble.

Seriously... do you *really think* that ALL of these separate City departments would 'accidentally' adopt all of these expenses into their budget lines --- unless some higher-up functionary from the City's administration told them to?

The Assigned Counsel Administrative Office (who's task is to provide poor defendants with free lawyers) would cut it's own budget by $400,000 to pay for police over-time out of town that it never used or ordered?

The Office for People With Disabilities?

The New York City Loft Board?

Etc., etc....

Are you kidding me?
