He probably mailed them to his buddies in Chicago who were paid over 150k a year saying they worked for the school system. Hell DC just caught a couple of People stealing millions from the tax office. The boss of those people just got a 100k raise last week from the new mayor. Libs just don't care about the corruption in DC. It's just re-distribution
