I do believe he had the right to 24/7 security. What I want to know is why the expense of visits to his mistress were apparently buried outside normal budgets and where they couldn't be found. It didn't happen by accident. Somebody ordered it done...Almost all other security expenses were properly allocated. Only visits to the area where his mistress lived were "buried". An interesting practice. Maybe it doesn't bother you. It makes me wonder a bit.
