'Cause it is just *so normal* to slice and dice the City's bills for police protection (ONLY when you are visiting your mistress out-of-town, mind you! Not the REST of the time... :-), scattering them in smaller, easier to over-look amounts... across numerous unrelated departments and agencies which never actually used the services.

Yep! I'm convinced now!

No political purpose in hiding that stuff at ALL.

Now-a-days, with the public so in-favor of philandering husbands and such... it would have CERTAINLY helped the Mayor out with his public if they had only known! Therefore: no reason to hide the billings (& the extra-curricular activity) at ALL!

It MUST have been a random confluence of events... (perhaps his Chief of Staff simply enjoyed indulging with LSD while working on the monthly expense sheets?) <GGG>

(PS --- I NEVER said that 'Rudy accumulated' anything.... I merely observed that someone fairly high-up in the city's administration - with sufficient authority and power to transfer fairly largish [some hundreds of thousands...] expenses into various department's budgets - thereby expending allocated funding from those departments - was responsible for the 'creative accounting'....)
