Now you are just making stuff up as you go along! (You are the ONLY one to have used the word 'conspiracy'... so that's one 'straw man argument' that really isn't very appropriate, 'cause you are only arguing with yourself, with your own choice of words there, Bill. :-) All I ever pointed out was that each department has their own budget --- so if someone was slipping largish line items into a variety of department's budgets, to make it seem that these departments had spend the money themselves, then logically it would have to be someone with a big enough 'hammer' to make it stick. In other words, it's unlikely that, say, the Parks Department Director would be able to spend money from over in the Assigned Counsel Administrative Office... or visa versa! LOL!
