i can see the expense accounts getting mailed to their direct report. who may initial them because he has no expense authority. then get mailed to his boss who may sign off and forward to their local station who has to record in some commitment register to track thier expenses and budget commitments. then local stations may have to forward to one central accounting center in nyc to process all police department invoices. the expense accounts could lay in processing for a week if not handled as fast track , which in most places i found they were not. next they are processed by the computer may only run checking writing twice a week.

not being in the business and worked in several business functions public can only relate to their experiences or small business.

all you need to stop the process is one clerk out on sick leave, not enough staff support. some boss saying no overtime will be paid to process invoices.. it goes on and on until auditors write them up. been there done that. gggg
