I guess it is a case of the devil is in the details re: they get 11%. I have scoured the news release and attachment and from the public disclosures it seems they are at risk.

Yes, they get 11% but it is a mandatory conversion into common shares with no board representation, so in affect they are betting Citi stays around and prospers.

Even if I was smart enough to be able to analyze Citi's holdings I wouldn't know how to get the details and necessary breakdowns but I figure someone putting up 7.5 billion USD has to have done their homework.
