The one who reaches surplus i suppose...I don't know. A republican won't because for you "budget deficits don't matter"...

Clinton as having "balanced the budget," though only in one year and only thanks to a dot-com bubble.

Bull shit rhetoric...look at the slope of the budget deficit during Clinton's years. Straight and steady up. It's real...deal with it.

Like you, they just want to portray themselves as "fiscally responsible" by accusing the other side of being the opposite.
