Of course pollution reduction would create significant business opportunities. Impose costs on companies and individuals and they look for ways to reduce those costs. Meanwhile the government throws money around and that money will create opportunities for business. But all of that money gets taken out of the economy in the first place. It doesn't create wealth anymore than breaking windows creates wealth because someone will pay for the window to be fixed resulting in a business opportunity.
