My guess is that the Israeli government doesn't want to talk to Hamas (or anyone else that represents Palestinian desires over and above less death and destruction because it would mean further withdrawals and greater security risks), the AIPAC agrees with that position, but the administration feels that it should do something. So everyone is wasting some time hoping for a few photo opps even though they all know nothing serious will come of it until a fair deal is actually struck.

Why on earth would the israelis negotiate with a party whose main platform is the destruction of israel? They arent that stupid.
