What does "white privledge" mean? If you mean that whites are wealthier on the average than blacks or hispanics, than yes your right, but I don't think I'd label that white privilege. If you mean there is some massive, ubiquitous, one way discrimination in favor of whites than I would disagree. And even if white people where so massively favored that wouldn't make all of them culpable. Your statement would only be true if every single white person was racist and participated in a noticeable amount of racial discrimination which had a poor effect on minorities. Responsibility is an individual thing. If all the individuals of a group are guilty than you can say the group is responsible, but its only the collective responsibility of each individual added up. That's your intrepretation of responsibility. However, there is a cultural responsibility that exists as well. Its why Germany had to make reparations after WWI and WWII. Its why the Swiss gov't had to pay reparations to the Israelis whose property was stolen by anti Semitic Swiss banks. American whites enslaved Africans and brought them to work here as indentured servants. Their freedoms and rights were severely constricted. The damaged done to their culture and psyche was profound. It can not be ignored. Its just like the West Germans giving their East German brethren a helping hand even as they hate doing it. The western Germans may have helped the eastern Germans, but they where not responsible for the eastern German's situation. The communists in the USSR and in East Germany where responsible for the eastern German's situation. Well the Nazis where too both directly (they brought on a ruinous war), and to a larger extend indirectly (that war resulted in the communists taking over) And yet they helped the Eastern Germans because they needed the help. That's the same with the black community in this country.
