Your situation was clearly abuse.

In my case I think the cop really thought I did what he said I did, but he was wrong. The messed up part was that he basically guessed and then was willing to impose penalties based on that guess. But at least in my case less than $1500 (combined for the lawyer and the fine) made it go away (other than a very small amount of points the equivalent of going 5 over the speed limit or making an illegal U-turn, rather than a far more serious reckless driving conviction). Still it hurt, esp. since I also needed some work done on my car less than a month later. I was pretty broke for a bit. Still no one was beaten, and I didn't get convicted of something serious, so it could have been a lot worse.

Now VA has these new very high fines for traffic offenses, but some jurisdictions aren't enforcing them.
