Not true.

Most of the cuts occurred under HW Bush. From the peak under Reagan, the defense budget declined almost 17%, under Clinton it declined another almost 14%. So, not only was the percentage decrease smaller, since it was working off a smaller budget, the decline was even less in dollar terms. In addition, as the economy improved, the budget for the military was increased for the last 3 years of his administration.
