What's the difference between a formal declaration of war and a formal vote by Congress to authorize the use of force?

Just wondering.

1) Has BUSH actually done that? (Called for a Formal and Constitutional Declaration of War?) No, he has not.

Has Rudy called for what you are asking for above? (No, he has not.)

Have any of the OTHER candidates for President - from either Party - called for a formal Declaration of War? (To my knowledge they have not.)

So, why would you hold Dr. Paul to a HIGHER STANDARD then you would, say, Rudy or Mitt?

Wow, I'm so glad you asked... again, you missed the whole point... I'm not holding anyone to any standard, you are... I really don't care if Bush didn't officially declare war, I don't see that as that important, only Ron Paul thinks that's important... AND I'm suggesting that if he insists that we follow all the rules, and IF he saw the threat, that he would have said that we should make the declaration official... but he doesn't... instead, he says we should leave the region ASAP!!!! Gee whiz, read my posts more carefully, again you're responding to some meaningless point I never made...<g>
