Any bill passed by Congress and signed by the President has, Constitutionally, "the full authorization of the American people." Thus, you're saying the only difference between a bill authorizing force and a declaration of war is the "nicety" of naming an opponent? So if such a bill does in fact name the opponent, it is the same as a declaration of war?
