Every model needs data and an understanding of what is going on to operate. For reasons that should be obvious, much of that information is not in the public domain.

Now, a functional, gun-type weapon can be developed without testing. Many have done that. But, that isn't without its risks as the North Koreans recently demonstrated. Although, to be fair, I think they are the only ones who have failed to set one off.

But for a weapon that can be delivered by anything other than a supertanker or a tractor trailer, then testing needs to be done. And the more the better.
