I disagree. Look at today's new "self employed" opportunity. Citi (dumb name) wants clients with credit lines not to draw on them. Those clients could offer to do so for a fee.

What a business. Get paid for not borrowing. Just mirroring how the banks charge for the availability by a fee on the unused portion of a LOC.
