You are just repeating what I've already posted. (As my post made quite clear: there is an open question in that regard. Essentially, the Courts have been too cowardly to rule, thus far. But, I believe that - nay... 'pray that' - ultimately they will find the balls to do so.) Until then, you are on as sound a legal ground to claim that there IS NO such Constitutional requirement as I am to maintain that the language is perfectly clear and there IS. You can find Constitutional scholars on both sides.... Only the Supreme Court can lay this question to rest --- and they have been too cowardly to accept any cases yet....
