Look at the percent that goes to general revenue 17.7%, 37.0%, 23.4%, 23.5% also there is a small percentage to "other trust funds"(but its not clear exactly where that money goes to), and 8 to 15% for mass transit accounts.

So you have over a quarter (and at times over 40%) of the money going to something other than road construction and maintenance.

Again that's just the federal taxes, and federal roads.

State roads are a different story, you would have to have the data for each state to come to any sort of conclusion.
