prohibit the state from issuing birth certificates to children of non-U.S. citizens" i believe it is the constitution that needs to be changed , the states have zip rights on citizenship.

I believe in los angles and west area you have homes set up to care for temporary visitors from far east by pregnant women who come her to have their babies , get their child's u.s. citizenship and then fly back home.
