I believe it's the gov't working with lenders and mortgage servicers for the sole purpose of modifying troubled loans.

Ditto here too...we already have to much entitlement/bailout mentality in this country. We had a storm a few years back that knocked out power for a few days. After the second day, there were pictures in the local paper of folks lined up around the block looking for (and expecting) help and handouts. What will people like that do if the poo ever really hits the fan?
