This is not a problem. List all of the cab drivers who will or will not transport dogs, or booze. let the customers decide which cab they want. Those who will not accept anyone, can do city runs but not pickups at Hotels, bars or the Airport. Or put 2 taxi stands one for those willing to take anyone, and one for those who won't. Let the consumers choose. BTW if a Muslim can refuse different fares, taxi riders should be able to ask for a Non Muslim cab driver.
