Most important discoveries are now made by federally funded sources.

Most of the early relevant science maybe. Perhaps even the beginning of the R&D process. But the cost of making the identified chemicals in to usable drugs, and then proving them safe and effective is 1 - Large, and 2 - Usually paid for by the drug companies.

Drug companies can not do important R&D.

That's a pretty silly statement.
