Perhaps the advice we were in the cynical habit of giving to each other as economists (I was one in a past life), might also apply here.

Forecast early and forecast often.

If the forecast is so difficult to do and in the past has turned out to be so inaccurate as to be essentially useless and/or misleading, then don't do it.
