Kinda hard to answer such a vague question but, I guess my answer would be:

"When we have used up most of the commercially accessible supplies, and or when energy-equivalent substitutes are at cost-replacement / substitution levels...."

Though, of course, even at that point there will still remain *lots* of oil (and or other hydrocarbons suitable for transformation into liquid & transportable oil equivalents) below ground --- it's just that the remaining supplies will be so cost-prohibitive as to deter utilization.
