So you are suggesting that the "cat being out of the bag" and the fact that we just overthrew another government in the region for even less wasn't an incentive to behave?

I'm sure there were a lot of factors, but survival was one of them. At that time things were still going fairly well in Iraq and it was generally recognized to be also be response to that.
