tonto, I have news for you. Excessive spending is done by both parties.

You can't tell if spending is excessive just by the amount. There are many things, now neglected, which are used only occasionally by individuals, but are important anyway. These things are best provided by the community rather than in an ad hoc fashion. It's much like insurance except that it's not just about loss and disaster, it's about services and programs that keep lives running smoothly in the face of random events.

That's what the Constitution calls "Providing for the Common Welfare".
