I'm assuming that there's some fat, probably a fair amount of fat, that could be cut before dipping into R&D. Regardless, there's a threshold in there somewhere.

The taxpayers might pick up some of the R&D directly should the companies cut back. The impact of that shift on overall health care costs is beyond my knowledge base.
