I see these in many places, particularly dept. stores like Target, usually in addition to the Men/Women restrooms. Also, a lot of restaurants have 2 single restrooms available to men or women. They take up less space than the multi-stall rooms and reduce the waiting time for women.

Sure many small businesses have a single occupant toilet for both sexes which is fine, but I'm afraid these represent multi-occupant restrooms which are a lot different. Women are probably our best line of defense to keep this in check since the courts routinely trample the rights of regular guys.
