Seems to me the value of the anecdote is the acknowledgment that people who can will find ways to jump the system.

I don't know how corrupt such a system might be or how much corruption would be tolerable just as we tolerate noise in all systems. But it's naive to think that there wouldn't be different classes of treatment. They may not be based on wealth, as they are now, but rather on some other kind of power. Or wealth may still be the class determinant. Hard to anticipate. What's not hard to anticipate is a certain amount of inequality.

It would be equally naive to think that high officials at insurance companies don't use their influence to receive better medical care or service. In a capitalist system if the abuse gets out of control the company suffers in public perception, the stock falls and at least a few ceremonial heads roll as the lesson is administered for all to see. Other companies see this and use it as a cautionary tale.

In a government run bureaucracy depending on the party affiliation of the offenders it may get either blown out of proportion or whitewashed and perpetually dismissed as old news.
