there were 83 incidents. You will find higher numbers, but those include things like people chaining themselves to trees, spiking them or theft. While illegal, it is hard to classify them as terrorism, which should at least have some element of threat of bodily harm.

I dunno. 1700 versus 104. Sure seems like a reasonable definition of "virtually" to me. Perhaps your dictionary is different.
